Philippine Health Insurance Corporation Reaches Out

19601312_1338729122937568_3953493268216238141_nThe Philippine Health Regional Office III will conduct a “REACH-OUT ORIENTATION FOR ALL ACCREDITED RURAL HEALTH UNITS” as partner  stakeholders in their continuous effort to provide quality health care for all Filipinos.  This is a regional event which will focus on cascading the current Philhealth Policies and Issuance’s.

In relation to our Local Chief Executive Mayor Ferdie V. Estrella’s advocacy to provide quality health service made available and accessible for all Baliwagenos, our Municipal Health Officer, Dr. Mary Joan Dinlasan together with our Rural Health Physicians, Dr. Ma.Rosario H. Esguerra (RHU II), Dr. Merilyn P. De Leon (RHU III) & Dr. Ma. Editha C. Dela Cruz (RHU IV) will be sent to join the said event to keep our Municipality up to date with the current innovations and advancements with regards to the Philhealth. It will be held on September 8, 2017 at Royce Hotel and Casino, Clark field Pampanga.

The 39th National Disability Prevention and Rehabilitation Week: “Karapatan, Pribilehiyo ng Maykapansanan: Isakatuparan at Ipaglaban”.

The Municipality of Baliwag under the leadership of our Honorable Mayor Ferdinand V. Estrella, with the point office on social welfare, The Municipal Social Welfare and Development Office and the Persons With Disability Affairs Office, organized a symposium held last July 20- 2017 at Event Center, SM City Baliwag.

Students and guidance counselors from public schools as well as Brgy. PWD officers, 4 Ps Parent Leaders, Daycare Parents and TODA presidents attended the said gathering.

Dra. Ma. Rosario Esguerra discussed ways on how to prevent the spread of mosquito borne disease, while Mr. Allan Pineda, representative from Land Transportation Office talked about road safety in order to avoid accidents. Insights on how to respond in cases of trauma and stress caused about by disability was shared by Dr. Nino Porciuncula.

Along with this celebration, awards of recognition were given to SM City Baliwag, Meralco and Baliwag Water District, as they have shown concern and respect for the rights of the disabled and therefore considered as a PWD Friendly establishments.

“Ang sektor po ng may mga kapansanan ay lubos nating pinapahalagahan at kami po sa Pamahalaang bayan ang siyang magsisilbing kamay at paa ninyo para maibigay ang mga dekalidad na serbisyo” Mayor Ferdie said.

Malayo layo na din ang aking narating, ilang bayan at probinsya na rin ang aking tinahak at sa bawat araw patuloy na nagbabago ang landas na aking dinaraanan ngunit sa kabila ng lahat ng ito ay  isang pangalan lamang ang palagi kong tangan. Sino pa kaya ang nakaka-alala ng aking kwento? Kasi naman, bagama’t ako’y isang lingkod publiko ay alam kong bibihira lamang ang nakakaalam sa tunay kong pagkatao. Ano nga ba sabi nila dun sa Ingles? Ah oo, “They Just Know My Name, NOT My Story” naalala ko din. Lalo na sa mga millenial millenial na yan ngayon, ipupusta ko ang isang araw na kita ko, madalang ang nakakaalam sa istoryang naiguhit ko sa bawat kalsada maging magpa-hanggang sa EDSA.

Nagka-ideya ka na ba kung sino si AKO? Oo, AKO yung naghatid sa iyong lola nung dekada 70 patungo sa divisoria kung saan nya nakilala yung Lolo mo, oo ako din yung nag-ugnay sa Tyahin nung kapitbahay mong hinangad makapangibang bayan, bitbit nga lang nya noon ay yung bayong at abanikong maleta. Tama, ako din yung naging tulay para marating ng guro mo nung elementarya ang unang hakbang nya sa syudad na kung tawagin ay Maynila, sabagay ako din naman kasi yung naghatid sa Tiyo mong galing NAIA ng sumakay sya sa bandang Pasay. Sa pagkakaalala ko nga, ako din ang naging daan para makarating ang iyong Tatay sa ating bayan upang makipag eyeball  sa nanay mo na nakilala nya sa text at beeper. Nahiya pa nga ang langgam sa ka-sweetan nila nun sa terminal eh, akala mo ba ay natagpuan na nila ang forever. Hay!! Ang dami ko na din palang naging parte sa buhay ng mga tao, at ou tama ka ako nga ito, ako nga!

Sya kasi yung nangahas na sumugal sa industriya ng pampasaherong sasakyan upang ang ating mga kapwa Baliwagenyo ay maihatid sa mga lugar sa kamaynilaan at iba pa nating karatig probinsya. Naalala ko pa nga na roughroad pa noon ang EDSA at di pa gaanong uso ang NLEX o SCTEX.

Madaming pasahero na rin ang aking naisakay, andyaan si Ateng apura ang pagbiling sa upuan na akala mo ba ay may naupuang isang laksang langgam, andyaan din naman si Lola na nakasampong ulit na yatang nadasalan ang kanyang rosaryo eh napaka malumanay namang magpatakbo ng driver ko. Naku, naalala ko din si Bunso na apura ang lawit ng kamay sa bintana ng minsang masakay sa aking ordinaryong modelo, ay naku naalala ko pang halos mapamura ang kanyang Itay sa pananaway sa kanyang delikadong gawa. Andun din naman karaniwan sa bandang likuran ang magjowa na palaging sa akin ay sumasakay at ginagawang Luneta ang upuan ng aking sasakyan. At ayon sa bandang gitna, andun yung estudyanteng planong magsalamin ng maaga sa pagpilit na mabasa ang libro na kanyang hawak.

Si tatay na kasalukuyang binibilang ang kanyang sweldo ay hayun at nasa bandang bintana katabi si kuyang daig pa ang call center sa kakatelebabad. Ang dami dami nila, di pa dyan kasama ang mga vendors na panik at panaog sa akin na sinasamantala ang traffic. In Pursuit of Excellence: Baliwag ECCD Reform

img_5307Natapos ang Pangkalahatang Oryentasyon sa mga magulang ng mga Daycare students ng Bayan ng Baliwag nitong nakaraang Hunyo, 22, 2017 sa Baliwag Star Arena, na ginanap sa dalawang batch (08:00 am at 1:00 pm), dahil narin sa dami ng bilang ng mga Enrollee’s ngayong taon na umabot na sa mahigit 2400 na bata kumpara sa 1800 enrollees noong nakaraang taon.

Maiuugnay ang nasabing pag taas ng bilang ng mga daycare students alinsunod sa mas pinaigting at pinaayos na DayCare Service Program na siyang Pinaliwanag ng Kagalang galang Punong Bayan Ferdie Estrella, ibinahagi ng butihing Mayor Ferdie ang mga reporma sa bagong ECCD Program kung saan nabibilang ang Day Care Service,

Alinsunod sa adbokasiya ng ating Punong bayan, na Walang sino mang Batang Baliwageno ang Maiiwan, ang Bagong Baliwag Day Care Service ay:

  1. Libre para sa lahat ng Batang Baliwageno: Wala ng babayarang Registration Fee.
  2. Pagkakaloob ng Libreng T-shirts  (2 bawat bata) bilang uniporme ng mga bata.
  3. Paghahandog ng Libreng Work Text Books para sa lahat ng daycare students.
  4. Paglalaan ng 2 oras sa daycare center ng mga batang edad 3, at 3 oras naman para sa mga batang edad 4.
  5. Pag kakaroon ng Modernong paguulat at palitan ng suwestyon at pag tugon sa mga Magulang, sa isang social media platform na kinabibilangan ng mga daycare teachers, ECCD council at ng mismong Punong Bayan Hon. Ferdie Estrella, upang mas mapaigting at mapaganda ang daloy ng daycare service.
  6. Pag sasaayos ng dami ng bilang ng mga guro alinsunod sa dami ng bilang ng batang dapat lamang sa isang sesyon.
  7. Pag sasaayos ng mga Day Care Center at pag dadagdag ng mga bagong centers at guro kaugnay sa pag dami ng bilang ng enrollees.
  8. Patuloy at mas pinaayos na pag implementa ng Supplemetal Feeding para sa mga batang nasa Day Care katuwang ang DSWD Region III.

Ilan palamang ang mga ito sa mga programa at serbisyong handog ng Lokal na Pamahalaan sa mga Baliwageno alinsunod sa kagustuhan ng Punong Bayan na mas Paigtingin at pag husayin pa ang mga serbisyong handog sa lahat ng mamamayan.

img_5290Naroon din sa nasabing oryentasyon si Ms. Maria Cristina Silamor, Co-Chair, ECCD Council na nag bigay ng kaalaman sa mga magulang ukol sa ECCD (Early Childhood Care and Development) sa kahalagahan nito sa bawat bata at mga responsibilidad ng mga magulang sa pag iimplementa nito.

Tagle, Municipal Administrator, kung saan ipinaliwanag nito sa mga Magulang ang bagong programa ng Lokal na Pamahalaan na kung saan mas mag papadali ito para sa mga mamayang magkaroon direktang ugnayan sa mga programa at serbisyong handog ng bayan bukod pa sa pagkakaroon ng mga karagdagang benepisyo patungkol sa kanilang kalusugan, ang “Baliwag Benefits Card”.

Iprenisinta naman ni Ms. Carolina San Juan ang bagong Parents HAndbook na magiging gabay ng mga magulang sa kanilang mga tungkulin bilang katuwang ng mga guro sa pag iimplementa ng Daycare service sa kanilang mga anak.

img_5311Pinangunhan ni Ms. Brenda Bernardo, Nutrition Officer, ang talakayan ukol sa wastong nutrisyon, tamang pagkain na dapat na kinukunsidera ng mga magulang na ibinibigay sakanilang mga chikiting sa oras ng meryenda, tinalakay ang mga uri ng pagkain na nagtataglay ng mas mainam na sustansya at nutrisyon na higit na makatutulong sa mga mag aaral upang lalong higit silang maging listo at malusog. Namahagi ang naturang Nutrition Officer ng Nutri Nam sa mga magulang nma naging aktibo sa nasabing programa.

Nasa naturang programa rin ang Kagalang galang Konsehal Ding Dong Nicolas na siyang nagbigay ng Pagbati at Pagsuporta sa mga programa ng ating Punong Bayan, at sa mga magulang at kabataang naroon.

Maayos na natapos ang naturang programa ganap na 04:00 ng hapon, Tiniyak ng Pamahalaang Bayan ng Baliwag na simula palamang ito ng pagsasaayos at pag papaigting ng mga programa at serbisyong mula sa puso, at may Malasakit.

United Front: The Social Welfare Sector

Last June 20, 2017, the Social Welfare Sector of the Local Government of Baliwag, held its Second Sectoral Meeting for the said year, where in the concerned department heads such as The Municipal Health Office, Municipal Nutrition and Populations Office, Municipal Social Welfare and Development Office, The Local School Board, Baliwag Polytechnic College Board of Trustees, Committee on Anti Trafficking and Violence against Women, Municipal Environment and Natural Resources Office, Municipal Action Team, Department of Interior Local Government and other partner stakeholders where convened by the Local Chief Executive, Hon. Mayor Ferdie Estrella and Mr. Enrique Tagle (Municipal Administrator) to discuss certain issues that are in need of urgent response/ action and programs that are relevant in improving the the over all welfare of the Baliwagenos.

The meeting was called to order by the Local Chief Executive then by his welcome remarks that was soon followed by the presentation of Ms. Brenda Bernardo (Nutrition and Populations Officer) where in it focused on the over all nutrition and health status of all Baliwagenos young or old. She discussed the details about the upcoming activities in relation to the upcoming celebration of the Month of Nutrition with the theme “Healthy Diet Gawing Habit for Life”. Various activities such as social media campaign, green school canteen programs, parents and school children orientation regarding the DepEd Orde number 13 series of 2017, Laro ng lahi and the anticipated Health Fair that will be done in two days are just the few activities that the Baliwagenos should lok out for and participate in to. The status of malnutrition was also discussed in the said presentation and and the action plan in resolving the existing cases of it.

The next agenda was discussed by Ms. Josephine Lopez (MSWDO) which focused on the upcoming celebration of the Month of Persons with Disabilities, to site some activities she proposed was Fun Run, to raise the awareness amongst Baliwagenos of the programs and services the local government is currently giving our PWD’s, Art appreciation week, to showcase the artistic side of PWD’s that do excel in arts and crafts, Talented PWD’s of Baliwag, to showcase the talents of our PWD’s that gives world class entertainment such as dancing, singing and in acting. The discussion was later on joined by Mr. Alvin Lee Asuro (Social Services Specialist) in which he discussed the proposed topic to be discussed in accordance to the Month of Disaster Awareness, certain topics that encompasses safety during and after calamities, preparedness prior to and post disaster intervention for individuals, groups, families and communities that were victims of calamities was presented. Reorganization of the MSWDO was the last agenda discussed during the presentation of the Social Welfare Office and was thereby assured by the Local Chief Executive and the Municipal Administrator that qualified and appropriate staffing will be done as soon as the final proposed organizational structure is approved, the reorganization of the said office is aligned with the Local Governments goal to improve the delivery of social welfare and development programs to all the vulnerable sectors in the Municipality of Baliwag.

Mr. Jayfie Nasarro (DILG) discussed the status of the Municipality in satisfying the requirements to the upcoming Child friendly Local Government Audit and updates on the recently finished SGLG validation that is still currently ongoing, in finalizing the scores of each aspirant municipality and city.

The Municipal Health Office led by Dra. Mary Joan Dinlasan discussed the upcoming Blood letting program (June 29,2017) that will be held at the Malasakit Center. she also discussed the alarming figure of dengue cases in the municipality that made us number 3 of all the municipalities in Bulacan to have a high number of dengue cases. in accordance to it the Sector was tasked by the Municipal Mayor and the Municipal Administrator to conduct a clean up drive this weekend in the identified irrigation that are suspected to contribute to the potential areas of mosquito breeding sites, the MSWDO, MENRO, BTECH, 4PS, Government Schools and PNP was tasked to lead the said clean up to coordinate with other concerned partners and stakeholders. While having an initial intervention the Municipal Health Office would be devising an action plan in combating the escalating numbers of dengue cases in the locality.

The meeting was adjourned by the Local Chief Executive after finalizing each of the Departments commitment regarding the issues that was presented in the discussion, Hon. Mayor Ferdie Estrella reminded everyone after the meeting to always make  programs and services accessible toour fellow Baliwagenos, Services and Programs that comes from the heart, “Serbisyong may Malasakit” para sa lahat.

ECCD Centers Recorded highest Enrollees, continue to rise. Mayor Ferdie plans to rent houses to accomodate overcrowding. 

Never in the history of the town,  the ECCD Program was given this much attention. Faced with different challenges such as: 1. the lack of a standard curriculum; 2. class size; 3. lack of standards and training among practicioners; and 4. conducive facilities; 5. Absence of a clear-cut health and nutrition program; and 6. the differing views of stakeholders. 

From the start, even before Mayor Ferdie formally assumed into office, he already called for a meeting of the Public Education Cluster to listen to the most pressing issues it is facing. He knew people’s mindset on education  had to be defined on the side of his vision that there is no better way to alleviate conditions but through quality education. While, the public education sector in Baliwag considerably can be qualified as performing and responsive, the government must fulfill its obligations to the people to provide equal opportunities including early childhood education especially that, 3 years old is one of the most important age for any child when the brain develops rapidly. This formative age is quite important to miss. He knew he had to tap Synergeia to strengthen school governing councils and help him change paradigms. He also tapped experts from the private sector like Dr. Alice Bustos Orosa of Little Campus/NorthBend, Maria Cristina Santos Silamor of Montessori de Sagrada, Dr. Rey Cruz of LaCo, Dr. Andy Cruz of ICM and Mr Arvin Darcen. 


The Transformation

The transformation will not be easy. To begin with, many of the current practicioners have very strong attachments to their centers and the Barangay leaders, at least some of them. When a person has reached the level of comfort it so desires,  usually, effecting changes are difficult to impose. There are Considerations to be made like political and even the most mundane of things. 

There are flaws to be corrected like how the nutrition program was not given much attention, much as health was not integrated. 

After the request to delay the program for a year, the moment is unfolding, and as expected not without complexities. 

But many parents believed in the new system and stormed the centers with a Recorded student registration of 2400,  or about 27% from the previous year’s registration. It may be attributed to an early announcement made that there will be no registration fee, no textbooks to pay innstead students will get free shirt, free worktextbook and a standardized curriculum. 

Now, with this unprecedented rise in the enrolment, Mayor Ferdie seemed to be enjoying the problem and now He has plans to scout for houses that can be rented to accomodate the enrollees.

 The number of teachers have also increased following the limit of 30 students in each class. In the case of Virgen delas Flores, he already found a house to be rented while, in Makinabang, Brgy. Capt. Cory Clemente volunteered a spacious second floor. The ECCD Secretariat  is scouting for houses in Sulivan, San Jose and Tarcan to increase their centers to two.

Limang Quick Response Vehicle nakatakdang I-turnover ngayon.

Limang Quick Response Vehicles ang nakatakdang i-turn over ngayon sa Limang barangay upang maging katuwang nila sa paghahatid ng Serbisyong May Malasakit. 

Ang mga barangay nga ng Santo Cristo, San Jose, Pinagbarilan, Makinabang at Tarcan ay pagkakalooban ng mga bagong sasakyan ng Pamahalaang Bayan upang magamit sa panahon ng emergency.  Ang barangay Sabang ay makakatanggap din ng isang van sa susunod na buwan.

Gaganapin ang Turn-over mamaya sa High FVE sa Barangay Santo Cristo. Ito nga ang pagbisita at pagiikot ni Mayor Ferdie sa mga barangay. Aniya, hindi dapat tuwing eleksyon lang naghouse to house dahil ang serbisyong may malasakit ay walang pinipiling panahon bagkus ito ay #maagap. 

DPWH set to turnover footbridge with elevators to LGU Baliwag

The Department of Public Works and Highways will be turning over a 15 Million footbridge located at BS Aquino Avenue, Barangay Tangos sandwhiched between the two campuses of the Montessori de Sagrada Familia (MDSF) The footbridge was made possible thru the initiative of Congressman Apol Pancho. 

The Sangguniang Bayan ng Baliwag has given the green light for Mayor Ferdie Estrella to sign a memorandum of agreement to accept the said footbridge. The project is expected to ease traffic  congestion in the area which is worsened by crossing pedestrians mostly, students and parents of MDSF. The footbridge is equipped with elevators on both sides.

The inauguration is scheduled on June 20 at 9:00am. DPWH Officials, Congressman Apol Pancho, Mayor Ferdie Estrella, Sanggguniang Bayan members and the Barangay Tangos officals are expected to attend the inauguration.

Reporma ng Baliwag ECCD Sinimulan na! Teachers nireshuffle, muling magsasanay. 

w na ngang ipatupad ang mga reporma sa Baliwag Early Childhood Care Development Program matapos nga na maantala ito ng isang taon. Matapos ang pagbuo ng isang Konseho na mamamahala sa implementasyon ng ECCD program ay ibinaba na ang listahan ng mga bagong guro, samantala, ang lahat naman ng guro na nakalusot sa training, curriculum preparation, demonstration at parents’ evaluation ay hindi na maaaring malagay sa dating barangay na huling naturuan nang sa gayon ay masiguro natin na ang mga guro ay hindi nahihimpil ang kanilang pagkamalikhain sa pagtuturo. Ayon sa pag-aaral dapat na naiikot ang mga guro nang magkaroon sila ng kakaibang perspektibo sa pagtuturo at pakikipagtrato sa mga mag-aaral. 

Malinaw ang layunin ng ECCD Development Program sa kasalukuyan at ito ang mga sumusunod:

1. Makagawa ng angkop na kurikulum para sa mga idad bago ang pagtungtong sa paaralan. 

2. Makapaghandog ng mga tamang kagamitan panturo at laruan nang makatulong sa pagsasalin at makahanap ng mga katuwang na nasa pribadong sektor o kaya ay civic organizations na tutulong na mailunasad ang programa tulad ng WASH.

3. Masigurong nasa hustong idad ang mga nageenrol sa DepEd Eccd at LGU Eccd at magkaroon ng tamang paglalapat ng ekspektasyon ang magulang, guro, mag-aaral at pamahaalang barangay at ang Pamahalaang Barangay sa kanilang mga tungkulin.

4. Makapaglunsad ng naaayong nutrition program kasama na ang maayos na implementasyon nito. 

5. Makapaglunsad ng Parent Effectiveness Seminar buhat sa mga magulang na naka enrol na at hindi pa nakaenrol na bata na may layunin na magpapatibay sa pundasyon ng mga magulang.

6. Magsagawa ng surveillance ukol sa implementasyon ng  New Children Code of Baliwag.

Nais ni Mayor Ferdie na matutukan talaga ang programa para sa batang Baliwagenyo. Ito umano ang dapat na maging sentro ng programa natin para sa mga bata – mula sa kanilang sinapupunan hanggang sila ay mag labing-walong taon gulang.

Magsisimula ang pasukan sa Miyerkules at dito nga magsasagawa na ng electronic registration sa pamamagitan ng mga e-tablets.

Ang mga bagong assignments ay ipapatupad upang maiwasan ang complacency at pananatili sa kanilang mga comfort zones ang mga guro. Ang ibang daycare teachers ay magmomonitor naman ng implementasyon ng iba pang programa sa ilalim ng ECCD at Baliwag  New Children Code.
