United Front: The Social Welfare Sector

Last June 20, 2017, the Social Welfare Sector of the Local Government of Baliwag, held its Second Sectoral Meeting for the said year, where in the concerned department heads such as The Municipal Health Office, Municipal Nutrition and Populations Office, Municipal Social Welfare and Development Office, The Local School Board, Baliwag Polytechnic College Board of Trustees, Committee on Anti Trafficking and Violence against Women, Municipal Environment and Natural Resources Office, Municipal Action Team, Department of Interior Local Government and other partner stakeholders where convened by the Local Chief Executive, Hon. Mayor Ferdie Estrella and Mr. Enrique Tagle (Municipal Administrator) to discuss certain issues that are in need of urgent response/ action and programs that are relevant in improving the the over all welfare of the Baliwagenos.

The meeting was called to order by the Local Chief Executive then by his welcome remarks that was soon followed by the presentation of Ms. Brenda Bernardo (Nutrition and Populations Officer) where in it focused on the over all nutrition and health status of all Baliwagenos young or old. She discussed the details about the upcoming activities in relation to the upcoming celebration of the Month of Nutrition with the theme “Healthy Diet Gawing Habit for Life”. Various activities such as social media campaign, green school canteen programs, parents and school children orientation regarding the DepEd Orde number 13 series of 2017, Laro ng lahi and the anticipated Health Fair that will be done in two days are just the few activities that the Baliwagenos should lok out for and participate in to. The status of malnutrition was also discussed in the said presentation and and the action plan in resolving the existing cases of it.

The next agenda was discussed by Ms. Josephine Lopez (MSWDO) which focused on the upcoming celebration of the Month of Persons with Disabilities, to site some activities she proposed was Fun Run, to raise the awareness amongst Baliwagenos of the programs and services the local government is currently giving our PWD’s, Art appreciation week, to showcase the artistic side of PWD’s that do excel in arts and crafts, Talented PWD’s of Baliwag, to showcase the talents of our PWD’s that gives world class entertainment such as dancing, singing and in acting. The discussion was later on joined by Mr. Alvin Lee Asuro (Social Services Specialist) in which he discussed the proposed topic to be discussed in accordance to the Month of Disaster Awareness, certain topics that encompasses safety during and after calamities, preparedness prior to and post disaster intervention for individuals, groups, families and communities that were victims of calamities was presented. Reorganization of the MSWDO was the last agenda discussed during the presentation of the Social Welfare Office and was thereby assured by the Local Chief Executive and the Municipal Administrator that qualified and appropriate staffing will be done as soon as the final proposed organizational structure is approved, the reorganization of the said office is aligned with the Local Governments goal to improve the delivery of social welfare and development programs to all the vulnerable sectors in the Municipality of Baliwag.

Mr. Jayfie Nasarro (DILG) discussed the status of the Municipality in satisfying the requirements to the upcoming Child friendly Local Government Audit and updates on the recently finished SGLG validation that is still currently ongoing, in finalizing the scores of each aspirant municipality and city.

The Municipal Health Office led by Dra. Mary Joan Dinlasan discussed the upcoming Blood letting program (June 29,2017) that will be held at the Malasakit Center. she also discussed the alarming figure of dengue cases in the municipality that made us number 3 of all the municipalities in Bulacan to have a high number of dengue cases. in accordance to it the Sector was tasked by the Municipal Mayor and the Municipal Administrator to conduct a clean up drive this weekend in the identified irrigation that are suspected to contribute to the potential areas of mosquito breeding sites, the MSWDO, MENRO, BTECH, 4PS, Government Schools and PNP was tasked to lead the said clean up to coordinate with other concerned partners and stakeholders. While having an initial intervention the Municipal Health Office would be devising an action plan in combating the escalating numbers of dengue cases in the locality.

The meeting was adjourned by the Local Chief Executive after finalizing each of the Departments commitment regarding the issues that was presented in the discussion, Hon. Mayor Ferdie Estrella reminded everyone after the meeting to always make  programs and services accessible toour fellow Baliwagenos, Services and Programs that comes from the heart, “Serbisyong may Malasakit” para sa lahat.

Both of which are requirements for the release of the Performance Based Bonus. 

Municipal Administrator Enrique Tagle said: “Like what Mayor Ferdie said, Baliwagenyos deserve nothing but the highest form of service. The employees, well most of them, are embracing this new culture of governance. This is a time when employees take so much pride in wearing their uniforms and IDs. Yes, I can say, there’s a sense of pride in it. In the LGU, we continue to aspire for that day, when people and institutions will equate government to efficiency.”



Mayor Ferdie called for Emergency Meeting of the Peace and Order Council, PNP COP declared no threats on terrorism.

Mayor Ferdie Estrella called for an emergency meeting of all heads of Security of malls, supermarkets and schools this afternoon at the Municipal Conference Hall to keep them on guard and vigilant at all times despite ruling out terrorism as the cause of the tragedy last night at Resorts World Manila.

PNP Baliwag Chief of Police Froilan Uy declared that reports lingering on social media regarding presence of Terrorist group ISIS was merely a bad joke, caused by a very irresponsible netizen. The post that was reshared over a thousand times was deleted as of this time. 

Possibly, that post and the recent happenings in Marawi and Resorts World Manila have heightened fears of the public. 

Mayor Ferdie Estrella however, is not taking any tables unturned. He reminded security units and the public to remain vigilant at all times. He also ordered security officers to be strict in inspecting bags of any shoppers coming in of malls and other establishments.

Nobody will be exempted even I or any of my personal bodyguards must be searched the mayor quipped.
