Sitting Pretty Campaign sa Baliwag, Sa Ikalawang Taon Nito

Sitting Pretty – parirala o idyomang nangangahulugan sa wikang Ingles na in a very pleasant position, living in comfort, living in a good situation. Pinili nga ang dalawang salitang ito upang hubugin  ang pagbibigay ng serbisyo ng Pamahalaang Bayan ng Baliwag na may kaugnayan sa pagpapadali ng pag-aaplay ng business permit at kaagapay na aktibidad nito.

Ang paglagda ni Mayor Ferdie Estrella sa Executive No. 31 Series of 2016 o Institutionalizing the Sitting Pretty Campaign ay pagtalima sa inilabas na Joint Memorandum Circular 01, Series of 2016 sa pagitan ng DICT, DTI at DILG patungkol sa streamlining process sa pag-aplay ng business permit . Ito ay nagbigay daan upang tumugon sa repormang inaasahan o higit pa sa Business Permit and Licensing System na kinabibilangan ng processing time, number of steps, form used and number of signatories kasama na rin ang iba pang complementary reforms  tulad ng setting-up of a Business One-Stop-Shop (BOSS), conducting Joint Inspection at automating business permit application processes.

Nasa ikalawang taon na ng implementasyon ang Sitting Pretty Campaign na talaga namang malaki ang nagiging magandang dulot sa mamamayan. Sa unang taon nito, napabilis at napagaan ang proseso ng pagkuha ng business permit new or renewal man. Napatunayang nakatulong ito sa pagdagdag ng mga bilang ng mga negosyong rehistrado na merong 3,473 taong 2017 mula sa 2,529 noong  2016 na may 37.33 porsiyento na pagtaas ng bilang. Ito ay nagresulta rin sa pag-akyat ng koleksiyon ng lokal na buwis at pagkakaroon ng magandang  feedback mula sa mga negosyante maliit man o malaki.

Kaya naman  sa mga negosyante at nagnanais mapabilang sa mga namumuhunan sa Baliwag, isang tunay na kapakinabangan ang pagkakaroon ng Sitting Pretty Campaign. Ito ay kabahagi  pa rin sa mga repormang isinusulong  ng serbisyong may malasakit ni Mayor FVE.

Baliwag HighFVE App, Shortlisted sa Award of Excellence in ICT for LGU ng DILG-NiCP

Hindi nga maawat ang pagkilalang tinatamo ngayon ng Bayan ng Baliwag sa iba’t-ibang larangan at ngayon nga ay ang paghirang sa Baliwag HighFVE Mobile App bilang FINALIST sa Award of ICT Excellence for GOod Governance – Local Government Units. Pumasok ito sa dalawang kategorya – G2C at G2C.

Ang Baliwag Mobile App ay naglalaman ng mga impormasyon ukol sa Baliwag at mga establisyimento nito. Gayun din ay nakalink ito sa mga units na may kinalaman sa emergency response tulad ng Baliwag PNP, Baliwag PACC, Baliwag RescueFvE. Ang alert button ay maghahatid naman ng signal ng emergency response at ang Trabaho Link ay maghahatid sa mga kumpanyang naghahanap ng empleyado.

Ang Baliwag High FVE Mobile APP ay may kapasidad din na magrenew ng mga permits na hindi nangangailangan pang pumunta sa Pamahalaang Bayan. Ang payment conduit nga nito ay ang Paymaya.

Ang proyektong ito ay isinakatuparan sa layon ni Punongbayan Ferdie V. Estrella na maging Digital City at Innovation Hub ang Baliwag.

Tunay ngang #handa, #matatag, #maganda at #maningning ang kinabukasan sa Baliwag dahil hindi tumitigil ang mga departamento na maghandog ng serbisyong may malasakit sa pamamagitan ng paghahatid ng serbisyong maaasahan at mahusay. Ang proyekto ay nasa ilalim ng Municipal Information Technology Office sa pamumuno ni Brainard Ardońa.

12th Management Committee Meeting ng Pamahalaang Bayan ng Baliwag

Muling nagpulong ang mga pinuno ng mga tanggapan ng Pamahalaang Bayan ng Baliwag upang talakayin ang mga mahahalagang isyung pang administratibo at pamamahala. Umabot sa labing-apat ang naaprubahang talakayin ng mga miyembro para sa 12th Management Committee Meeting. Ang MANCOM ay binubuo ng mga Pinuno ng mga Tanggapan ng Pamahalaang Bayan ng Baliwag at siyang pangakalahatang komite na tumatalakay at nagreresolba sa mga gampaning pangadministratibo. Ang lupong ito ay pinangungunahan ni Municipal Administrator Enrique Tagle.

Ang mga resolusyon buhat dito ay inilalatag kay Punongbayan Ferdie Estrella para sa kanyang pagsaalang-alang.

Napipintong Pagbubukas ng Baliwag Business Center, Isang Malaking Kaginhawaan sa mga Namumuhunan

 

Naimbitahan ng Pamahalaang Bayan sa pamamagitan ng Investment Promotions Unit sa isang pagpupulong ang mga iba’t ibang pampubliko at pribadong ahensiya hinggil sa planong pagbubukas ng isang Business Center sa Baliwag.  Ang nasabing dayalogo ay ginanap sa Boardroom ng Tanggapan ng  Punong Bayan, Agosto 22.

Tinalakay sa naturang miting ang konsepto ng pagkakaroon ng Baliwag Business Center na kaaaniban ng mga ahensiyang tutugon sa mga pangunahing pangangailangan ng mga negosyante sa pagbubukas man o pagpapanatili ng kanilang mga negosyo.  Ito ay isang tanggapan na magbibigay ng mga serbisyo publiko o pribado katulad ng pagkuha ng mga permit o lisensiya at pag-aplay sa mga utility companies.

Layunin ng nasabing Business Center  na mapalapit ang publiko sa  mga serbisyo ng mga ahensiya ng gobyerno at mga pribadong kumpanya.  Ito ay naglalayon ding mapagaan ang proseso sa pagkuha ng mga serbisyong nabanggit. Karagdagan pa rito, magsisilbi itong pinagsama-samang front lining services kasama ang mga utilities sector, pribado at publikong ahensiya.  Ito ay isang konsepto ng one-stop shop na kung saan sa halip na magpunta ang isang negosyante sa iba-ibang lugar upang mag-aplay ng mga permit na kailangan niya sa pagbubukas ng isang negosyo, maaari na lamang siyang magpunta sa Baliwag Business Center para sa isahang pagpoproseso.

 

Naging positibo naman ang kasagutan ng mga naimbitahang mga ahensiya hinggil sa naturang usapin.  Ito ay kanilang sinasang-ayunan para na rin sa pagbuo ng isang sistema ng pagbibigay ng mga permit at pagtugon sa mga aplikasyon upang maging magaan ang prosesong susuungin ng mga namumuhunan.  Ito ay para na rin makahikayat pa ng mas maraming investors sa bayan  at kaalinsunod nito ay ang pagkakakaroon ng mas marami pang mga trabaho.

Dinaluhan ng mga sumusunod ang naturang pagpupulong bilang mga kinatawan ng kani-kanilang mga ahensiya: Ms. Amalia Tiangco, Ms. Roxane Ileto at Ms. Mary Anne Pascual para sa PAG-IBIG Fund; Ms. Angelica Garcia para sa PHILHEALTH; Ms. Ma. Theresa Ramos at Ms. Eloisa Ramos para sa Baliwag Water District; Mr. Arnaldo Punay, Mr. Noel Cruz at Mr. Alexies Feliciano para sa MERALCO; Mr. Mario Tayag at Mr. Joel Esquivel para sa PLDT; Ms. Shirley Evangelista para sa SSS; at Mr. Henry Cruz ng BPLO, Ms. Karen Rivera ng IPU at Municipal Administrator Eric Tagle bilang mga representante ng Munisipalidad.

Matatandaang ang Baliwag ay itinuturing na sentro ng kalakalan, komersiyo at industriya sa hilagang bahagi ng Bulacan.  Sa pagpapanatili nito, tinitiyak ng Pamahalaang Bayan sa ilalim ng pamumuno ni Mayor Ferdie Estrella ang kapakanan ng mga negosyante sa kanyang nasasakupan. Kabahagi nito ang pagbubukas ng Baliwag Business Center na magiging malaking tulong sa pagpapaunlad pa ng business sector ng ating bayan.

Baliwag DTI Go Negosyo Center will soft launch on June 28. 

The Local Government of Baliwag and the Department of Trade and Industry jointly agreed to soft launch the center on June 28 even if the ViP Restrooms are still being constructed to be able to begin the service for the benefit of the business community. While the Business Permits and Licensing Office upgrades its list of business establishments with delinquency, the opening will benefit them as application of new DTI Registration will be done in Baliwag, saving them material time to go to Malolos. The Negosyo Center will also be home to the Chamber of Commerce and Industries of Baliwag, Inc, the recognized main business group recognized by the local government.

DTI postponed the scheduled visit of Sen. Bam Aquino as it anticipates the launch of Baliwag’s BOSS Center in line with its Seating Pretty ang Tax Payer sa Baliwag Program which was created thru an Executive Order signed by Mayor Ferdie Estrella. The EO is similar to the JMC issued by DILG, DTI and DoF aimed at streamlining the application and release of Business Permit. 

Baliwag was rated this year by the Central Luzon Corridor Foundation with a 91% score from its previous rating of 79%

Business Permits and Licensing Office reminds Lessors and Doctor Clinics to secure separate Business Permits

In a move to implement the rulings of the Bureau of Local Government Finance regarding the separate application of Business Permits for Doctor’s Clinic, the Business Permits and Licensing Office quickly planned out the sending of material information and notices to affected groups. In the BLGF resolution, doctor clinics were expressedly identified as materially non-exempted from securing business permit as the LGU must also be able to recoup its investments to serve the people well. 

In the latest filing submitted to the National Competitiveness Council, around 428 Private Doctors are active in the hospitals as consultants and hospitalists. Consultants usually have a clinic where they meet patients for their appointment. 

Meanwhile, ALL LESSORS OF PROPERTIES such as lots, buildings, stalls, franchised public market and space rentals are NOT exempted as well from securing the business permit. With the computerization system, it now unravel over a thousand of unregistered businesses,as many of the owners deliberately snobbed any efforts to get a business permit. It is estimated that about 30 to 50million conservatively are wasted for non collection in the absence of a system and drive to improve its revenue programs. If not complied, violators may be ordered close and pay the fine 

Revenue programs are regulary considered by the National Competitiveness Council as an indicator of the local economy’s robustness. Because of this, Baliwag Ranked 1040 out of 1245 municipalities because of its poor NCC data submission. 

BANCASSURANCE, THIRD PARTY INSURANCE

Cognizant of the fact that bancassurance are exempted from securing permit, still, the Business Permits and License Office sent notices to insurance firms to shake them into what’s been a long period of status quo. Commercial Banks were invited by Mayor Ferdie Estrella to remind them of their obligations to pay taxes observing the rule of the Bureau of Internal Revenue that earnings from loans negotiated in the branch even if it requires approval from a higher or senior manager must

Nais ni Mayor Ferdie na magkaroon pa ng isang tulay na magdudugtong sa Bayan ng Baliwag at Bayan ng Bustos upang makatugon ito sa paparating na mga malalaking kumpanya na gustong pumasok sa Bayan ng Baliwag.

Words spread fast like wildfire, ika nga ni Mayor Ferdie. What we like to investors to see is how governance efficiency level in Baliwag has dramatically improved in the last 9 or 10 months. I don’t say that the local government now is perfect but, I hope, people already started to feel the sincerity of serbisyong may malasakit. Lagi kong sinasabi sa mga empleyado, dapat kapag sila ay magseserbisyo, dapat palaging magiliw, maagap, mahusay, maaasahan at magkakatuwang. Iyong mga values lamang na iyon ang pahalagahan nila tiyak na mapapaganda ang paglilingkod.

Sa pag-update pa lamang ng ating Investment and Incentive Code ay madami na ang nagka-interes na bumalik o balikan ang lahat ng kanilang iniwang mga transaksyon. 

Madaming negosyo ang muling nagkaka interes dahil sa ipinapakitang liksi at mga polisiyang nakakapanghihikayat sa mga namumuhunan tulad na nga ng pagtatatag ng Investment Promotions Unit, ang tanggapan na magiging tulay ng mga imbestors at negosyante. Bukod pa riyan ay ang pagpapanibago ng Business Permits and Licensing Office na kung saan ay nabigyan ito ng 91% ba grado mula sa 79% dahil sa mga reporma na naisakatupuran. Naitatag na muli ang Chamber of Commerce and Industries Inc na siyang magiging tagapag-ugnay at kinatawan ng business community sa lahat ng mga pangangailangan nito. Nakikita natin na muling aakyat at papalo ang ranking ng Baliwag ngayon sa National Competitiveness Index na siyang basehan ng mga malalaking kumpanya sa pagtatayo ng negosyo. 

Infrastructure projects must be strategically prioritized based on the benefit not only of one sector but also of those that will help prime the economy, accelerate inclusive growth and increase efficiency and productivity levels.

SM Group of Companies Took 6 Spots in the Top 15 Taxpayers of Baliwag 2017

In the recently concluded awards night for Top 15 Taxpayers for the year 2017,  6 spots  were occupied by SM Group of Companies on which  The SM Mercantile Stores Group Inc. (The SM Store) ranked first, Super Shopping Market, Inc. ( SM Hypermarket) second, SM Primeholdings Inc. third, Star Appliance Inc. (SM Appliance) sixth, Ace Hardware Philippines Inc. ninth, and Sanford Marketing Corporation (Savemore) fifteenth.

Baliwag Municipal Mayor Ferdinand V. Estrella  handed the Plaque of Appreciation and Recognition to the SM Group of Companies  along with nine other corporations during the Gabi ng Parangal at Pagkilala sa mga Kabalikat sa Paglilingkod at Star Arena, May 25. The said event was attended by the officials and representatives of the 15 Corporations.

Other businesses which placed in the Top 15 were: Wilcon Builder’s Depot, Inc. fourth, Cargill Philippines Inc. fifth, L.P.T. Marketing Inc. (L.P.T. Marketing Inc. – UltraMega Multi-Sales) seventh, Puregold Price Club, Inc. eight, Super 8 Retail System, Inc. (Super 8 Grocery Warehouse) tenth,  Joey’s Food Corporation (Jollibee located in Bayan) eleventh, The Philippine American Life and Gen. Insurance Co. twelfth, Communities Bulacan, Inc. (Camella) thirteenth, and Baliuag Foods Corporation (Jollibee Junction) fourteenth in ranking.

Mayor FVE encouraged the business taxpayers to continue to honestly and concisely pay their taxes on time because this act is a huge catalyst of maintaining and sustaining the economy and will be given back to the people in the form of public service.

In a report disclosed by BPLO, the taxes collected from the SM Group of Companies in 2016 is 28.4% of the total taxes collected while the total taxes generated from the Top 15 is 46.6% of the total taxes collected which vividly denotes that these 15 businesses are truly big contributors to our town’s progress and development.

Mataas nga ang itinakdang pamantayan ng Gobyerno ni Mayor Ferdie matapos niyang bigyan ng direktiba ang Management Committee ng standardized systems upang masiguro na ang mga sistema at pangangasiwa sa pamahalaang lokal ay masigurong naaayon sa mataas na pamantayan.

Matapos ang paglalagay ng citizen’s charter sa bawat tanggapan ay nabawasan nga at napaikli nito ang mga pinagdadaanan ng mga dokumento. Halimbawa nga ay ang dating apat na lebel ay ginawang dalawa na lamang. 

Layunin nito na mabigyan ng tamang kaalaman ang mga kawani at ang mga kliyente nito  ang angkop na pagserserbisyo na hindi lalabis at hindi kukulang. Maiaalis nga din nito ang mga transaksyon na madalas ay kinasasangkutan ng mga nagpapababa ng buwis.

Ang ISO 901:2015 nga ang magiging katuwang ng citizen’s charter upang masiguro na tama ang mga forms at sistema na ipapatupad nang lalo nga na makapagdulot ng mataas na kasiyahan sa kanilang mga kliyente.

Kabilang nga sa mga itinakdang basehan ng DILG DBM ang pagkakaroon ng ISO upang makapagbigay ng employees Performance-Based Bonus o PBB kasama pa nga ang SGLG at Transparency Seal.

Malolos City at Baliuag, tinaguriang Regional Centers sa Philippine Development Plan 2017-2022

Ibig sabihin ay mayroong sapat na aktibidad ang lokal na ekonomiya upang yakapin ang mga bagong imbestor at may kakayahan nga ang lugar na makapagsupply ng dekalidad na mga graduates. Dalawa lamang ang nakonsidera sa kategoryang regional centers at tatlong bayan naman ang pumasok na sub-regional centers, ito ay ang San Jose del Monte City, Sta. Maria at San Miguel.

Para sa isang bayan na maisama sa ketegoryang regional center ay pagpapatunay ng kumpiyansa ng National Economic Development Authority na malaki ang potensiyal ng lugar upang yumakap pa ng mga bagong puhunan. Kinakailangan lamang na maisaayos ng mga lokal na pamahalaan ang kanilang pamamahala; tamang magamit nito ang kalakasan ng bayan at mamamayan; at  makagawa ng sistemang makapagiimbita ng negosyo, talento, kasanayan at kagalingan.

9th Baliwag Management Committee Meeting Held. Approved to begin ISO Certification, SSS and Employees Cooperative.

wp-image-186855892The 9th Meeting of the Management Committee of the Local Government of Baliwag was presided over by Municipal Administrator Enrique Tagle at the Waterwood Park Clubhouse. The meeting started at 10:45am and ended 3:30pm.

None of the Department Heads  were absent during the meeting as they tried to iron out pressing issues such as the Performance-Based Bonus Criteria, commencement of the ISO Certification, updating of the comprehensive development plan, Seal of Good Local Governance, SSS Contributions and recognition of the newly-formed Employees Cooperative.

The Baliwag Management Committee was formed through an Executive Order signed by Mayor Ferdie Estrella to establish an executive group that will collectively resolve issues on governance. The Local Government of Baliwag is experiencing organizational transformation by empowering department heads to make decisions to make governance efficient by meeting various validated standards such as the Seal of Good Local Governance, ISO Certification and the National Competitiveness Index.

These standards will help the local government put a parameter on its efficiency level making sure it is strategically aligned to the objectives of the local government, especially the priority agenda of Mayor Ferdie Estrella.

 

DTI’s GO Negosyo to situate in Baliwag

With a bustling trade and commerce dating back during the Spanish era, Baliuag evolved to be not just a center of commerce but also a hub for education, servicing a wide-base of market covering (12) twelve Bulacan towns and (5) five from Pampanga. 

Until now, Baliuag stands side by side with the City of Malolos as recognized priority centers under the Philippine Development Plan 2017-2022. It means Baliuag is a recognized hub where commerce expected to explode exponentially.

The Municipality of Baliwag will honor its top 15 income contributors as a way of thanking them in making sure that their local government will be able to do its job in especially on four core sectors such as disaster preparedness and resiliency, public order and public safety, environment protection and climate change adapatation, strengthening social protection and lastly, protection, promotion and preservation of the heritage.

Baliwag Mayor Ferdie Estrella urged businessmen and small and medium enterprises to their taxes faithfully for the future generations. Ito ang taya ng bawat isa para sa higit na ikakaunlad ng bayan. Kung hindi sa mga negosyo na ito ay hindi magiging posible ang mga proyekto natin. Bilang mga katuwang naman ay asahan nila ang isang mahusay, magiliw, maaasahan at magkakatuwang na paglilingkod. Making our municipality competitive will be good for the business community as this will provide more investments and money. If Baliwag’s rank continues to spiral, it will lose its edge over other municipalities and eventually outclassed. Baliwag used to be in the top 3 municipalities, together with Meycauayan and Malolos, both are now cities.

 

He urges to continue changing mindset about local taxes as a burden but instead an investment to further spur economic growth and sustain competitiveness of the municipality. Baliwag as trading center looks at gross sales of retail stores /shops selling commodities and non-commodities as its major source of revenue. Financial institutions have issues on recording their gross sales on the place where the sale emanated. Usually, the branch record income from loans at the head office. Mayor Estrella challenged banks  to be genuine partners in growth by allocating share appropriately.

Baliwag is slowly reclaiming territories that were occupied by more dynamic and aggressive municipalities. This can only be sustained if consciousness of people on paying local taxes will be done faithfully and truthfully.
