Electronic Budget System for LGUs launched by DBM

In a seminar conducted last May 04-05, 2017 at Pradera Verde, Lubao Pampanga, the Department of Budget and Management officially launched a tool with the goal of helping the local government units in the preparation of the 2018 Budget called eBudget System for LGUs or formally referred to as LGU 360. The system was developed by Asiagate Network Inc., a company dedicated into the development of a system for the improvement of government processes.

The eBudget System’s main function is to provide an alternative process in the preparation of the budget. It automatically generates necessary forms that normally would require a certain period of time to accomplish.

 

However, since the system is in its initial stage of introduction, there are concerns raised by the audience that render majority of the Local Budget Officers to feel reluctant about the subscription of the said system. A representative from the City of San Fernando pointed out the lack of a back-up recovery system of the product which will be a problem in case a technical mishap occurs during the critical stage of the budget preparation. Also, an officer from Tarlac City shared his sentiment regarding the inability of the system to generate additional forms for the Local Economic Enterprise and other sector possible.

But an official from the Department of Budget and Management assured the local officers that a series of training will be rolled out in the coming months to further discuss the functions of the program and address the concerns raised by the officers.

The Municipality of Baliwag’s Budget Officer Josefina M. Tanggol, together with three of her staff, participated in the 2 day seminar with the aim of discovering the pros and cons of implementing the system. The implementation of eBudget will not be mandatory, at least for fiscal year 2018, to give the Local Government Units an ample time to grasp the idea of the entire system.
