2nd Mayor FVE  Inter Brgy. Volleyball League 2018

 

Ang Hangarin mag bigay ng saya at ma-develop ang volleyball  sa ating bayan, ang tanging hangad ng ating butihing Mayor Ferdinand V. Estrella. Kaugnay dito muli niyang binuksan ang 2nd season ng mayor FVE inter- brgy. v

olleyball league na nilahukan ng 13 barangay  sa lalake at 8 barangay sa babae.  Pormal na binuksan ang liga noong Abril 15, 2018 araw ng linggo sa pamumuno ng ating butihing  Mayor Ferdinand V. Estrella  sa pamosong laruan ng baliwag star arena.

Nag simula ang liga sa araw na iyon na pinangunhan ng barangay Tibag, Sabang, Tarcan, Poblacion, Bagong Nayon at Sta. Barbara. Ang elimination round ay inabot ng 13 days na nagtapos noong may 17. Nag patuloy ang semi final noong May 30 dahil panandaliang naantala para sa pagbibigay  daan ang ating liga sa pag diriwang ng BUNTAL FESTIVAL. Ang mapalad na koponan na  naka pasok sa babae ay ang mga barangay ng Poblacion, Sabang, San Jose at Bagong Nayon para sa final 4 at sa koponan naman ng lalake ay ang  barangay ng Subic, Sta. Barbara, Bagong Nayon at Sulivan. Muli sa grupo ng babae ay  tinanghal sa pangalawang pag kakataon ang barangay San Jose bilang champion sa 2nd MFVE Volleyball League, si Jessica Martines ay muling itinanghalan bilang  season MVP. Sa koponan naman ng lalake ay  tinanghal na Champion  ang Barangay Bagong Nayon. Si Mutya Diego at Kier Roque ng Bagong Nayon ang tinanghal na best import at Si Francis Benedict Lauchang naman ang tinanghal na Season MVP para sa koponan ng mga lalake.

Ang aming pasasalamat sa  lahat ng sumuportang barangay at nag bigay ng oras at panahon sa ating paligang bayan upang maisakatuparan ang isa na namang matagumpay ng programa ng sports development office at ng  ating butihing Mayor Ferdinand V. Estrella.

BALIWAGENYO, HANDA KANABA?

Sa darating na Hunyo 21, 2018 ay isasagawa ang 2nd Quarter Nationwide Simultaneous Earthquake Drill sa bansa, alinsunod sa abisong pinalabas ng Office of Civil Defense at NDRRMC, at bilang tugon, sa pangunguna ng Punong Bayan Ferdinand V. Estrella ay isasagawa ang naturang Drill sa ganap na 02:00 ng hapon sa mga piling pampubliko at pribadong gusali sa Munisipalidad, katuwang ang Baliwag Municipal Disaster Risk Reduction and Management Council.

Ilan sa mga nasabing gusali o lugar ay ang mga sumusunod; Ang bawat pampublikong paaralang Elementarya sa Munisipalidad ng Baliwag, Baliwag Municipal Compound, Baliwag Museum, Baliwag Star Arena, SM City Baliwag, Malasakit Center, Agriculture Building, Baliwag Local Climate Change Center, Baliwag Polytechnic College, STI, Fernandez Colleges, Baliwag Water District at mga Barangay.

 

Nagkaroong na inisyal na pagpupulong ang mga kawani ng tanggapan ng Municipal Disaster Risk Reduction and Management Office sa inisyatibo ng Punong Bayan Ferdinand V. Estrella na magkaroon ng maayos at epektibong pagsasagawa ng naturang Earthquake Drill, na siyang magagamit ng bawat Baliwagenyo sa oras na magkaroon ng pagyanig o paglindol. Inaasahan na magkaroon ng pagpupulong bukas sa bawat organisasyon/ tanggapan na makikiisa sa nasabing NSED, para sa wastong pagdaraos ng Earthquake Drill at Evacuation.

Layunin ng nasabing NSED ang palaganapin ang wastong kaalaman sa pagtugon sa di inaasahang pag yanig o lindol, bilang prayoridad ng Punong Bayan ang kaligtasan ng bawat Baliwagenyo, ay hindi magtatapos sa NSED ang pagpapalaganap ng kaalaman at kakayahan tungo sa kaligtasan, naka iskedyul nadin ang pagdaraos ng basic first aid training at iba pang Training at Seminar para sa bawat Baliwagenyo upang lalong higit na maging handa at alerto ang bawat Baliwagenyo sa pag respunde sa anu mang uri ng kalamidad.

Highlights of the Ease of Doing Business Summit 2018

June 13 – Leaders and representatives from the public and private sectors gathered in Manila on Wednesday to attend the 6th Annual Ease of Doing Business Summit at the Philippine International Convention Center in Pasay City.

The Summit, with the theme “Shifting Gears: Destination 20-2020,”  was packed with speeches, competitiveness reports and panel discussions between the resource speakers and participants.

Some of the highlights of the Summit were the reporting of Secretary Ramon M. Lopez of the status of the Ease of Doing Business in the country, delivering the beginnings until the signing of  RA 11032 or “Ease of Doing Business & Efficient Government Service Delivery Act of 2018   by Senator Juan Miguel Zubiri and Congressman Ferjenel G. Biron, giving the view of the private sector on the Competitiveness and Investment Climate Enhancement by Mr. Guillermo M. Luz, former co-Chairman of National Competitive Council.

The Municipality of Baliwag was able to participate in the said summit through sending Business and Permit Licensing Team led by BPLO Head Henry Cruz and Investment Promotions Unit Head, Karen Joy Rivera.

What is Ease of Doing Business & Efficient Government Service Delivery Act of 2018 or RA 11032 ?

The new law is an amendment of the Anti-Red Tape Act of 2007, which aims to improve the country’s business competitiveness climate and make doing business better by streamlining the process for obtaining permits and licenses.

Mayor Ferdie Orders Immediate Demolition of Tumana, San Jose Wall

MDRRMC recommended immediate demolition of wall to avert delays in response time.

Baliwag, Bulacan – Mayor Ferdie Estrella ordered the immediate demolition of perimeter wall along the entrance of Tumana, Brgy. San Jose, Baliwag, Bulacan. The decision to demolish was due to the failure of the receiver to secure a nod from the courts regarding the acquisition of about 100 sqm portion of lot owned by College Assurance Plan which is currently, under receivership, stemming from its filing of bankruptcy. The courts placed the CAP under receivership after CAP Policy Owners filed a class suit against the company.

Mayor Ferdie, accompanied by Brgy. San Jose Chairman Lupa Rivera, checked the ongoing demolition of wall, for the road widening project in the area.

Mayor Ferdie Estrella also acted on the recommendation of the Baliwag Municipal Disaster Risk Reduction Management Council to demolish the perimeter walls along Tumana Entrance in order for ambulances and firetrucks to respond without delay should an emergency situation occurs.

The decision was verbalized to Philippine Veterans Bank by Municipal Administrator Enrique Tagle during the inauguration of the bank’s newly renovated branch.

In an interview by BCNewsO, Mayor Ferdie expressed his disaappointment over the court’s delay in issuing an order affirming the offer of the Local Government of Baliwag to acquire a portion of lot owned by CAP. He further said: “nakakatakot na may mangyari sa area na ‘yan at hindi agad na makaresponde ang mga rescuers dahil lamang sa makipot na daan dito. Hindi natin dapat ito pagtagalin pa. We will just explain to the court why we had to do this. Nothing is far greater than the safety of our people,” he ended.

During the demolition, the Mayor was accompanied by Brgy. SAN JOSE Chairman Lupa Rivera and Municipal Engineer Romy Santos.

Ayon sa pahayag ng PAGASA, ang malawak na pag-ulan sa loob ng nakaraang mga araw ay nakumpirma na ang pagsisimula ng tag-ulan sa kanlurang bahagi ng bansa.

Gayunpaman, ang mga naturang pag-ulan ay maaring sundan ng dry periods o tinatawag ding moonsoon break.

Kaya’t palagian ng dalin ang ating mga payong at iba pang panangga sa ulan. Maglaan ng araw upang kumpunihin ang mga napansing butas sa bubungan kapag walang ulan bago pa man magkaroon ng bagyo. Siguraduhing nakahanda ang iginayak na e-balde (emergency balde) na naglalaman ng mga importanteng bagay na kakailanganin sa panahon ng kalamidad.

Subaybayan ang anunsyo ng barangay at pamahalaang bayan sa panahon na may malakas na ulan o bagyo at makiisa sa preemptive evacuation kung kinakailangan ng lumikas dahil sa pagbaha. TyphoonPH: #Domeng

PAGASA – Ang nararasang sama ng panahon ay dulot ng bagyong Domeng na ngayon ay namataan 1,000 km ang layo sa Basco, Batanes at na tinatahak ang direksyon hilagang silangan.

Ito ay may lakas na 80-105kph. Inaasan na ito ay magdudulot pa ng masamang lagay ng panahon hanggang mga tatlong araw pa. Hindi pinapayagan ang paglalayag ng mga maliliit na sasakyan sa silangang bahagi ng Pilipinas kasama na ang timog na bahagi ng Luzon.

Baliwag, Kwalipikado maging isang Lungsod!

Roxas Blvd., Maynila – Lubos ang kasiyahan ni Mayor Ferdie V. Estrella ng kaniyang personal na tanggapin ang sertipikasyon na magpapatunay na kwalipikado na ang Bayan ng Baliwag na umangat sa pagiging isang component city o lungsod.

Ayon sa batas, ang isang bayan o pinagsama-samang mga barangay ay maaaring maging isang lungsod kung ito ay papasa sa hindi bababa sa dalawang kwalipikasyon – 1. Land area 2. Average annual income for two consecutive years not lower than 100 million pesos based on 2000 prices; at 3. May kabuuang populasyon na hindi bababa sa 150,000 tao.

Sa kasalukuyan, ayon sa sertipikasyon galing sa Philippine Statistics Authority ang Bayan ng Baliwag ay may humigit kumulang 157,000 tao. Bagama’t mababa ang paglago ng populasyon ay nakasampa pa ito sa kwalipikasyon ayon sa Philippine Statistics Authority.

Kita ng Bayan

Ayon sa batas, ang isa namang bayan na naghahangad na maging isang lungsod ay dapat mayroon itong hindi bababa sa 100 milyon na kita mula sa lokal sources gamit ang presyo noong taong 2000 bilang deflator rate.

Ito ang dahilan upang humiling si Punongbayan Ferdie V. Estrella sa Bureau of Local Government Finance – Department of Finance ng sertipikasyon ng kita para sa ating mungkahi na conversion.

Kanina ay sinadya na nga ni Mayor Ferdie Estrella kasama sina Municipal Administrator Enrique Tagle at Municipal Treasurer Marty Javier ang Department of Finance upang hilingin na ipalabas na ang resulta ng hiling na sertipikasyon at labis ngang ikinagulat ng tatlo nang sorpresahin sila ng mismong BLGF Executive Director Nińo Alvina at iabot ang sertipikasyon na nagsasaad na kwalipikado na ang Baliwag sa mungkahi nitong kalunsuran.

LGU-BALIWAG UNDERGOES TEN YEAR SOLID WASTE MANAGEMENT PLAN (SWMP) DELIBERATION

In line with the effective implementation of the Ecological Solid Waste Management in the municipality consistent with the provisions of RA 9003, the municipality of Baliwag has recently undergone presentation and environmental defense of their municipality’s Ten (10) Year Solid Waste Management Plan for the year 2017-2027.The final deliberation of the 10YrSWM Plan was held on June 8, 2018 at Azzuro Hotel, Balibago, Angeles City, Pampanga.

Baliwag Mayor Ferdinand V. Estrella spearheaded the presentation for the 10 Yr SWM Plan accompanied by the Municipal Environment and Natural Resources Office (MENRO). Panels for the said deliberation were composed of commissioners from DENR- National Solid Waste Management Commission.

Presentation highlights the municipality’s current and planned waste management system, waste diversion targets, environmental ordinances and future plans and programs of Baliwag pertaining to ecological solid waste management for the year 2017-2027. The comments and suggestions were given by the evaluators after the said presentation.

Moreover, despite being a rookie, Mayor Ferdie was commended for his initiative and utmost support to the plans and programs in relevance with the effective implementation of the solid waste management in the locality. Likewise, commissioners urged to recommend sharing of the LGU’s best environmental practices to other municipalities.

Henceforth, the municipality is looking forward for a favorable result of the 10yrSWM plan aiming for the pursuance of a ‘cleaner and greener’ Baliwag.

#SUMMERPINASAYA: BAKING FOR KIDS

Baking school for kids during summer break can be lots of fun and rather messy! But with all the mess, there are so many benefits that kids would gain from the whole baking experience. To complete the #Summerpinasaya offerings for Baliwagenyo children, the Municipality of Baliwag thru the Public Employment Service Office, Technical Education and Skills Development Authority (TESDA), and Baliwag Polytechnic College (BTech) conducted the “Baking for Kids” from May 30 – June 01, 2018 at the HRM Laboratory of BTech. This 3-day short course aims to teach the kids and early teenagers practical baking lessons and help boost their self-confidence.

Ms. Evangeline R. Reyes – Trainer from TESDA conducted the short orientation by discussing house rules, baking equipment, recipes, and safety tips for baking. Ms. Reyes also asked the trainees to introduce themselves and state the reason why they joined the program.

The participants were grouped into two batches: the morning batch consists of attendees age 7-12 while the afternoon class consists of early teenagers 13-17 years old. The kids were very excited as the first recipe they made was molded chocolates, they were asked to melt chocolates and put it in different molder types such as cartoon characters and animals. The afternoon session was a little bit different as the young bakers made Pulvoron. Baking class would not be complete without chocolate recipes. The second day was extra special as they baked the all-time favourite chocolate crinkles, even though crinkles are not yet baked and ready to serve, you will see some of the kids sneaking a quick taste of their mixed ingredients to see how it tastes. On their last and final day, the kids baked chocolate cupcakes. This was even more exciting and colourful as they were asked to design their own cupcakes using different piping bags. Some are nervous as it is their first time to do that but you will definitely see serious kids perfecting their own cupcakes. Their baked cupcakes were later on presented to the whole class.

 “Ang main purpose namin, gusto ko matututo ang anak ko mag-bake, para hindi siya naiinip during school break at makapagbake siya sa bahay.” – Ms. Beverly Inoncillo.

“Imbis na nasa bahay lang sila at more on gadgets lang nakatutok, dito sa free baking for kids magiging productive ang school break nila, matututo sila magbake magkapatid at madadagdagan ang skills nila.” Ms. Julie Laguna.

Certainly, a successful #summerpinasaya training for kids. The Municipality of Baliwag thru PESO will continue to conducts trainings not only for adults but for kids to discover new set of talents.

Baliwag, Bulazcan – Labindalawa sa Labing tatlong bagong halal na Pinuno ng Barangay ang dumalo sa imbitasyon ni Punongbayan Ferdie V. Estella para sa isang orentasyon ng mga programang ipinapatupad na nga sa pamahalaang bayan.

Pinangunahan ng Tanggapan ng Pambayang Tagapangasiwa ang programang ito nang lalong mapaigting ang koneksyon ng programa ng Pamahaalaan Bayan at ng mga barangay.

Kung Maraming sasagwan patungo sa isang direksyon lamang upang mas mapabilis nga ang ating pagtahak sa ating destinasyon. Wala din tayong mararating kahit maraming sagwan kung ito naman ay hindi sabay-sabay o kaya ang iba ay mahina at ang iba ay buong pwersa.

Nitong June 6, 2018 ganap na 5 ng hapon ay dumating sa Parokya ni San Agustin ang Bone Relic ng Patron ng Baliwag. Sinalubong ito ng ating Kura Paroko, Msgr. Andres S. Valera kasama ang Parochial Vicar, Fr. Franz Dizon, Fr. Ed Abaño at mga paring mula sa ating Bayan na si Fr. Garry Toribio at Fr. Danielito Santos.

Ang relikyang ito ay galing pa mula sa Roma Italya at iniikot ito mga piling  Simbahang Agustino sa buong Pilipinas. Kinabukasan June 7 sa ganap na 3pm ay dadalin sa Minore Basilica ng San Sebastian sa Quiapo Manila.

Sa buong probinsya ng Bulacan, mapalad ang ating bayan dahil tayo lamang nag nabigyan ng pagkakataon na madalaw ng relikyang ito. Kaya nga, ang mga deboto ni San Agustin ay dinagsa at nag alay ng panalangin.

Automatic Classes Suspension Guidelines

June is “Back-to-School” month; and it is also the start of the rainy season.

With this, the Baliwag Public Assistance and Complaint Center will be expecting inquiries thru the Baliwag Hotline about the suspension of classes due to heavy rains and/or typhoon.

During this time, Mayor Ferdie Estrella and the local government of Baliwag assures the public that we’ll be on top of any situation, to provide assistance and respond to emergencies that may arise, and appropriately declare the suspension of classes and offices as needed.

The DepEd also reiterates the suspension of classes guidelines during the rainy season, whereas classes in the affected areas shall be cancelled or suspended based on the PAGASA’s declaration of storm signals, as follows:

 

Signal No. 1 – Public and Private Pre-School and Kindergarten classes.

Signal No. 2 – Public and Private Pre-School and Kindergarten, Elementary, Junior and Senior High.

Signal No. 3 – Classes in All Levels.

 

Just like DepEd, the Local Government of Baliwag also encourages parents to practice their discretion in determining whether their children should go to school during typhoons, floods and other calamities, in the absence of cancellation or suspension of class announcement.

DEPED: Balik Eskwela na sa Hunyo 4 ang mga Paaralang Publiko

Baliwag, Bulacan – Araw ng Lunes, Hunyo 4 ay Balik-Eskwela na nga ang mga mag-aaaral sa pampublikong paaralan sa buong bansa kabilang na ang Baliwag. Tinatayang higit sa dalawan-libong bata mula sa kinder hanggang sa grade 12 ang muling sasabak sa klase.

Ayon kina Dr. Arceli Ralleta at Dr. Irene Elizalde, higit na maswerte ang mga kabataan sa Bayan ng Baliwag dahil may sapat na bilang ng klasrum at malakas ang mga school governing councils sa lahat ng mga paaralan.

Ngunit sinabi ng dalawa ay may mga kapitan na mas matimbang talaga sa kanila ang edukasyon. Tulad na lamang ni Tarcan Brgy. Captain Ariel Cabingao na hinahatid at sundo ang mga kabataan mula sa bahay hanggang paaralan upang masiguro na sila ay nag-aaral at walang dahilan para sila ay tumigil o lumiban. Ganoon din nga sa Barangay Catulinan. Ang dalawang paaralang barangay na nabanggit ang dalawa sa may pinakamataas na National Achievement Test Average score sa buong lalawigan.

Participation Rate, Cohort Survival Rate

Ang mga sukatan ng tagumpay ng isang paaralan at barangay ay kung gaano kataas ang participation rate nito o ang porsiyento ng mga kabataang nag-aaral. Natural, 100 porisyento dapat iyan dahil walang bata ang dapat hindi nagaaral sa bayan ng Baliwag.

Ang participation rate ng Baliwag ay nasa pagitan ng 75 to 80 porsiyento. Kaya’t tinututukan ni Mayor Ferdie ang masigurong nasa eskwelahan ang mga bata. Pinatitibay din ni Mayor Ferdie ang programa sa Sports at arts sa paniwalang hindi lang academics ang uri ng intelligence. Target din ni Mayor Ferdie na magkaroon ng isang high school sa bawat tatlong barangay. Iyan ang dahilan kung bakit kanyang isinusulong na maisakatapuran ang Sta. Barbara HighSchool, Matangtubig Highschool at San Roque SHS. Sa isang taon ay maaring buksan na ang Virgen Delas Flores Senior Highschool at Sta Barbara HS.

Make Computer Labs Work

Isinulong naman ni Mayor Ferdie ang pagpapaganda at pagsasaayos ng mga computer labs upang magawa itong Smart Computer Laboratories. Sisimulan na nga ang pagsasaayos ng mga smart labs sa North Central at South Central at kung ito ay magiging tagumpay ay gagayahin na sa malalaking barangay.

According to Municipal Administrator Enrique Tagle, “The Mayor is actually worried that, students might graduate without the opportunity of even using or touching the computers. We must give them the laboratory they need to be inspired to learn. That will be our goal this academic year.”

Lokalisasyon ng Kurikulum

Ngayon taon din ay inaaasahan ang pagsisimula ng pagtuturo ng lokal na kasayasayan, sining at pamana ng Bayan. Ito ang magsisilbing pilot ss buong lalawigan. Matatandaan na nagisyu ng isang pangkalahatang kautusan si Mayor Ferdie Estrella na nagbubuo ng isang Technical Working Group na magbabalangkas at magbubuo ng programang iyon. Magpapamahagi ng reperensiya ang Pamahalaang Bayan ng Baliwag para dito. Nabuo ang reperensiyang iyon matapos na magsaliksik at kalapin ng mga guro sa kasaysayan mula sa iba’t-ibang paaralan. Si Dr. Emiterio Tiburcio ang namuno dito.

Batay nga sa huling pulong ng Lokal na Konseho ng mga Pangasiwaan ng mga Paaralan, sa susunod na taon ay magkakaroon ng mga paggawad sa natatanging guro, administrador, school governing councils, innovation project, natatanging proyektong pinatupad ng deped, outstanding school organization at moderator.
